1. Objective

The objective of this document is to define what is required from subcontractor concerning site Environmental, Health & Safety (EH&S) Control.

2. Environmental, Health & Safety Plan (EH&S Plan)

Subcontractor shall prepare an EH&S Plan specific to the work and present it to Company within 15 days after the award of the subcontract. A model EH&S Plan is attached (see Attachment A). This EH&S Plan requires Company’s approval of acceptance.

The EH&S Plan shall be appended with:

  • all procedures having an impact on a safe, healthy and environmentally friendly execution of the work;
  • a set of forms that subcontractor proposes to be used to constitute the complete EH&S Plan;
  • a set of Job Safety Analyses (JSA’s) for activities foreseen by subcontractor performing the work. The JSA’s shall ultimately be made job specific.

Before the start of the work, a meeting will be arranged to review subcontractor’s EH&S Plan. The EH&S Plan, once approved for acceptance by Company, becomes the basis for subcontractor’s EH&S matters with respect to the work. Company may perform EH&S audits on subcontractor.

3. EH&S Records

Subcontractor shall use the forms that have been accepted by Company as attachments to the EH&S Plan.

In addition subcontractor may be required to complete certain Company EH&S forms to satisfy Company’s requirements for maintaining EH&S records.

4. Non-Conformance Management

If subcontractor has its own system of non-conformance management, then this system may be used. However, any significant EH&S non-conformances will be entered into Company records, that cover all activities by all parties on site. Subcontractor shall cooperate with Company in the identification and resolution of EH&S non-conformances.

5. Auditing

Company reserves the right to audit subcontractor with five working days notice. This notice period can be reduced in the case of an EH&S matter arising that necessitates immediate investigation. The objective of an audit is to review systematically all or part of the subcontractor’s EH&S system and performance. Findings or recommendations resulting from such audit will be expressed in terms of corrective actions to be taken together with completion dates.

6. References

There is no need for subcontractor to repeat clauses in Company’s EH&S documents such as:

  • Site Rules and Safety Regulations
  • Project Specific Site EH&S Plan

Referring to such documents is sufficient as long as the referenced documentation is available with subcontractor’s key personnel at site.

If subcontractor refers to his own EH&S documentation, Company must be provided with a copy of such documentation to judge its content as part of the approval process of subcontractor’s EH&S Plan.

Indicate to subcontractor the information they will be required to provide in the EH&S Plan to be developed and applied should it be awarded the subcontract.

  • Serve as a questionnaire to be filled in during bid clarification meeting (if required).
  • Serve as a guide to subcontractor if he is preparing his EH&S Plan in his own format.

or

  • Be filled in directly by the subcontractor; the completed and signed document constitutes its EH&S Plan.

Describe measures that subcontractor will take to protect personnel and the environment from being exposed to and affected by such materials/substances. (Describe subcontractor’s transport and access procedure. Specifically address any special (heavy) transport, on as well as off site, and subcontractor’s proposed site traffic arrangements)

(Describe subcontractor’s procedure with respect to housekeeping in general and to garbage and waste collection and removal specifically)

(Describe subcontractor’s security procedures, specifically with respect to Company/Owner provided information, documentation and materials)

(List distribution of this EH&S Plan within subcontractor’s organization and to Company)

This document with its attachments constitutes subcontractor’s EH&S Plan applicable to all operations carried out by subcontractor on or around the site.

After approval of acceptance by Company, the plan will be distributed in accordance with chapter Z and will be implemented immediately upon commencement of the work.
