1. Purpose

This procedure defines Company policies, objectives, and organizational responsibilities required to implement a definitive Security Program. Proactive security programs and guidelines shall define security requirements, responsibilities, and measures essential to reasonably assure the safety and protection of personnel and Company property. Where specific work or client sites have unique needs or requirements, Company will adapt such security requirements as defined by contract.

2. General

Definitions

a. Facility - A construction site, engineering office, manufacturing plant, laboratory, or office building utilized by Company or its contractors or subcontractors for the performance of work under the jurisdiction of Company.

b. Guard - An individual who provides security measures at a location or facility.

c. Physical Security - The use of physical measures (barriers, locks, alarms, badges, guards or security guards, etc.) to control access to and protect facilities and property.

d. Security - Measures taken to safeguard against personal harm, loss of assets, or vulnerabilities.

e. Security Badge - A card bearing data specific to an individual which is designed to identify an individual as having an organizational relationship. A security badge may also be used to identify facility access and the level of access authorization to include the clearance level granted to an individual (misuse of a security badge is a security violation).

f. Security Infraction - Acts or omissions involving failure to comply with prescribed and established security standards, orders, policies or procedures.

g. Security Violations - Alleged or suspected violation of the laws.

h. Sensitive Data - Information requiring protection because of the harm that could result from misuse of the data (e.g., data that are personal, proprietary, etc.).

i. Sensitive Property - Those items that are considered to be susceptible to being appropriated for personal use, or which can be readily converted to cash. Calculators, computers, cameras, etc. are examples of sensitive property.

j. Technical Security - Those measures taken to prevent and detect efforts to acquire classified or sensitive information by technical surveillance. Technical security includes audio countermeasures, communications security, and the prevention or suppression of compromising emissions and emanations.

k. Threat - Real or perceived signs of intention to inflict injury, damage or harm.

l. Visitor - Person not directly employed by Company but requiring temporary access to employees, facilities or services.

m. SHWE Committee - Safety, Health, Welfare and Environmental committee.

3. Policy

Company considers the safety and security of its employees and its property, both tangible and intangible, of primary importance and essential to continued growth, profitability and success. The establishment of security controls and procedures is the foundation for preserving assets and for enforcing rules and regulations effectively. This procedure applies to all domestic and foreign operating units of Company.

n. Security Measures - Proactive security procedures will be developed and implemented for each company location to provide reasonable assurances for minimizing security risks and business losses and to comply with regulatory requirements. These programs will be cost-effective and will be tailored to the situation and needs of the specific locations and environment.

o. Security Program Elements - The complexity of a location’s security program will vary depending upon the results of site surveys and threat assessment vulnerability analyses conducted to determine the extent of the security program elements.

p. Physical Security, Personnel Security, Technical Security, Computer Security and Assets Protection - Company will provide reasonable assurance of the protection of personnel, assets and sensitive data by maintaining appropriate control of access to its various facilities.

q. Emergency Preparedness - Company will be prepared to minimize risk to personnel, losses, and disruption of normal operations caused by unforeseeable natural and malevolent events. Emergency preparedness plans are developed and implemented in each facility to ensure every reasonable effort is made to protect personnel and property.

r. Workplace Violence Prevention - See ref. 6.1. Company Workplace Violence Prevention clearly states the company’s position that violence, threat of violence, intimidation of coercion in the workplace will not be tolerated.

s. Deviations and/or Exceptions - When it is impractical to meet a specific security requirement or standard, alternate means of providing adequate protection may be proposed. Approval for deviations and or exceptions is secured through the SHWE committee.

4. Responsibilities

t. General Manager is responsible for:

  1. implementing appropriate local security programs which supplement the Corporate Standards;
  2. commissioning SHWE committee with general advice on building security;
  3. commissioning Manager Facilities & Services with daily security management;
  4. ensuring security regulations, practices and procedures are enforced.

u. Manager Facilities & Services will report to and take day to day direction from the General Manager/SHWE committee.

In the capacity of Security Officer the Manager Facilities & Services is responsible for:

  1. implementing this procedure;
  2. developing and implementing a security program at location;
  3. documenting and maintaining the security program;
  4. developing local facility procedures as required;
  5. advising management/SHWE committee of the effectiveness and vulnerabilities of the security posture, and suggesting improvements as appropriate.

v. Employees are responsible for:

  1. individually observing security policies, procedures and practices; and
  2. prompt reporting of any known of suspected loss, waste, fraud or abuse incidents.

5. Procedure

Security Officers shall forward specific reports, listings and documents developed in the field to the General Manager/SHWE committee.

Those reports shall include, but may not be limited to:

  • list of proposals for contracts that will include classified work;
  • list of contracts under which classified work will be conducted;
  • investigations and/or inquiries conducted or made by the client or any other organization;
  • the discovery or reasonable suspicion of losses or potential loss of property, information, or material constituting a company asset, or of unlawful activity at a company location;
  • when it is known or suspected that a current or former employee is revealing, or there is serious risk the employee or former employee will reveal, sensitive company information in violation of his/her company obligations, the facts and circumstances shall be reported immediately to both the Company Legal Department and to the General Manager;
  • copies of Facility Emergency Preparedness Plans, along with any report generated by an incident;
  • reports of any incidents involving “workplace violence”.
