1. Purpose

This procedure is for reviews to be carried out by Company management of the quality system, activities and results.

2. General

In order to ensure continuous progress and improvement in Comany’s quality program, it is necessary that the General Manager and his immediate staff regularly review the quality system, activities and results.

The main group responsible for carrying out these reviews is the ETDBW Council composed of the staff meeting members or their delegates from the following departments/disciplines:

  • Company Management (Chairman)
  • Quality Assurance and Safety (Facilitator)
  • IT
  • Construction
  • Project Management
  • Business Development
  • Contracts
  • Process
  • Human Resources
  • Engineering
  • Technical Operations
  • Project Controls
  • Procurement
  • Accounting
  • Environmental

Meetings may be annual, regular or special.

Annual Meetings

Management review meetings shall be once a year as a minimum.

These review meetings may include, but need not be limited to, the study and appraisal of:

  • annual management assessment
  • procedures and methods
  • audits and trends
  • client complaints
  • quality improvement progress
  • training requirements
  • deficiencies and problems of past projects, including trends of reports

The object of these reviews is to seek improvements and methods to prevent reoccurrence of problems.

3. Responsibilities

The General Manager (ETDBW Council Chairman) is responsible for the authorization and endorsement of ETDBW Council decisions and recommendations and for providing necessary agreed resources.

He directs the ETDBW Council in achieving and maintaining an optimum quality management program for Company.

His responsibilities include but are not limited to:

  • selecting and prioritizing areas for improvement, in conjunction with the ETDBW Council;
  • ensuring the application of improvement programs to all areas of the company;
  • acting as the prime interface between ETDBW Council and the Company local and corporate chief executives in relation to quality management;
  • authorizing resources for implementation of agreed actions.

The ETDBW Council Facilitator reports to the ETDBW Council Chairman. He coordinates individual efforts within and between departments to ensure overall consistency.

His responsibilities include but are not limited to:

  • preparing and making quality related presentations;
  • supporting ETDBW Council members in the establishment and presentation of training/retraining programs;
  • aiding in identifying areas of Company operations that require improvement and developing plans for improvements;
  • advising ETDBW Council of national and international quality standards and requirements;
  • coordinating and administrating efforts to rationalize and maintain Company’s standards and procedures;
  • administering indexing, monitoring storage and retrieval of Company standards.

An ETDBW Council Member reports to the ETDBW Council Chairman. He directs and ensures implementation of agreed quality improvements within his department.

His responsibilities include but are not limited to:

  • ensuring that both he and his department maintain a working knowledge of the appropriate functions, procedures and QC practices;
  • aiding in identifying areas of Company operation that require improvement and developing plans for improvements;
  • participating in activities to improve;
    - operations
    - quality awareness
    - personnel quality motivation
    - awareness and application of existing quality systems
  • establishing training and retraining programs within his department and participating in the establishment of the same for other departments;
  • ensuring the improvement of interdepartmental interfaces;
  • directing, reviewing and monitoring the results of quality improvement programs on groups and individuals within his department.

All employees are responsible to bring any quality-related concerns to the attention of the ETDBW Council for possible review.

4. Procedure

4.1 When an annual meeting is due or a regular/special meeting is required, the meeting’s chairman shall give sufficient notice to required attendees, of the meeting, its date, time and venue as well as its agenda/purpose.

4.2 Where necessary, attendees shall prepare themselves for the announced meeting as requested/required.

4.3 The ETDBW Council Chairman or his delegate shall conduct the meeting.

4.4 The Facilitator or his delegate shall prepare minutes of meeting. These minutes shall record the purpose and main activities of the conclusions, decisions, proposals and required actions, together with an indication of those responsible for carrying out the actions.

4.5 The Facilitator shall distribute the minutes to:

  • ETDBW Council members;
  • Any others listed as responsible to carry out any actions as a result of the meeting.

The Manager Quality Assurance shall maintain original of minutes of meeting as a record on file.
