1. Purpose
This procedure is to direct the use of "standard checklists for plant completion" (as attached).
2. General
The applicable checklist for plant completion may become part of the contract between Company and the Client or, if this is not the case and the Client has included in the contract his own description defining plant completion, it will be used in the field, in combination with the Client's requirements, as a tool to verify the various stages of completion.
3. Responsibility
3.1 Proposal Phase
The Project Proposal Manager is responsible for reviewing the Client's ITB and determining if the applicable checklist should become part of the proposal to the Client.
If such checklist will become part of the proposal, the Project Proposal Manager shall have the applicable checklist reviewed, by the responsible personnel in the departments involved, for consistency with the ITB requirements.
3.2 Project Execution Phase
The Project Manager is responsible to ensure that the applicable checklist becomes part of or is referred to in the project procedure manual, if the contractual description of plant completion does not provide sufficient detail.
The Project Construction Manager is responsible to initiate the use of the checklists.
4. Procedure
4.1 Proposal Phase
Upon receipt of an invitation to bid (ITB), the assigned Project Proposal Manager shall review the bid documents and determine the extent of scope relative to the completion of the field work. In particular, the individual responsibilities of Company and the Client in respect of mechanical completion, precommissioning and ready for start-up activities shall be reviewed.
4.2 Project Execution Phase
When Client's ITB contains a checklist defining the responsibilities of each party, then Client's checklist (usually) becomes part of the contract.
If Client's ITB does not contain a checklist, the Project Proposal Manager, in coordination with the Sales Manager, the Manager of Construction and the Manager of Process, shall consider inclusion of the applicable Company standard checklist (reviewed and amended as required) in the proposal and propose to the Client to make it a contractual document.
Inclusion of the applicable checklist in the proposal is subject to Management approval.
For project execution, when not defined in the contract, the assigned Project Manager shall ensure that the applicable standard checklist be reviewed for contract requirements and be included or referred to in the Project Procedure Manual.
During construction of the facilities, the Project Construction Manager shall initiate the checking of the facilities in accordance with the checklist.
The Construction Specialists, usually together with the Client's personnel, shall check the facilities and confirm that the plant (or section thereof) has reached the required stage of completion. They shall also prepare and issue punchlists until all work is complete (apart from agreed exceptions).
Based upon the findings during the checking of the facilities, the Project Construction Manager shall decide if the checking is complete and the facilities are ready for turnover to the Client.
