1. General

Plant completion, with a view to turnover, is in the first place the responsibility of Company. However, certain activities are within the domain of the client. As the works approach the end of construction to pass into the subsequent stages, the role of the client becomes more and more pronounced. It is very important that the division of responsibilities between the two parties be defined from the outset. This is not just a matter of contract, but also one of safety (see Reference 2.1).

A checklist may be used to define the sharing of tasks between Company and the client. Three Company standard checklists are available, corresponding to the three possible points at which turnover to the client could take place i.e.:

  • Upon "Mechanical Completion" without precommissioning (see Reference2.2).
  • Upon "Mechanical Completion" including precommissioning (see Reference 2.3).
  • At "Ready for Start-up" (see Reference 2.4).

These standard checklists may be used:

  • As a basis to negotiate with the client to produce a contractual checklist.
  • In the field as a tool to verify that all points have been covered in one way or another.

The standard checklists mention only two parties, i.e. Company and the client, to the exclusion of the subcontractors. The latter in fact physically carry out most of the tasks assigned to "the contractor" i.e. Company. It is important therefore that the appropriate checklist be compared with the subcontractors' scopes of work to ensure that all items are covered. This should be done ideally at an early stage of the subcontracting process, preferably when defining the scope of work at the invitation to bid stage. Whether this has been done or not, comparisons shall be made on site to ensure no omissions have occurred.
